Compact Law, Bylaws, Rules and Policies

Introduction

The Psychology Interjurisdictional Compact Commission is a quasi-governmental agency and is the sole entity permitted to administer the Compact. In doing its administrative work, the Commission must not only follow the language of the Compact, but also the rules and policies created by the Commission to govern itself.

PSYPACT® Model Legislation

Each jurisdiction that joins the Compact must enact the model PSYPACT legislation as written in order to join PSYPACT.  This ensures that each jurisdiction has enacted the same language as the jurisdictions that have previously enacted the legislation.

PSYPACT Bylaws

The PSYPACT Commission Bylaws formally define the governance structure of the PSYPACT Commission. The Commission adopted the bylaws at its first meeting in July 2019.  The bylaws provide the authority of the Commission to manage the affairs of the Commission to include but not limited to establish commission members, elect officers, establish committees, conduct financial transactions, and other functions.

PSYPACT Rules

Just as jurisdictions have administrative rules to implement their statutory authority, the PSYPACT Commission uses rules to further clarify the provisions of the Compact. Rulemaking authority is granted to the Commission in Article XI of the Compact.  The rules that have been adopted by the Commission are as follows:

PSYPACT Commission Policies and Procedures

The Compact also allows the Commission to create policies and procedures that assist in furthering the purpose of the Compact. The policies and procedures are divided into 3 areas: Administration, Implementation, and Discipline.

Legal Advisory Opinions

In order to provide clarifying information regarding interpreting rules or bylaws, the Commission can issue Legal Advisory Opinions.
